the problem Mentioned by you all ...may be true for some reaasons
but better specify from which region had you paid the online payment and when was it done..
I HOPE YOU HAVE USEd SERVICES LIKE ITZ CARDS, OR IRCTC Ticket booking facility etc.
If you are familiar with those services then this service From IEI is also the same

May be the problem was because of his CREDIT CARD try using DEBIT cards by SBI
My mother is a BM of SBi bank and she says these sevices are working fine in almost all of the Fields

Then also we must report it to the IEI people
If the Payment is not recieved by them then it is credited back to the respective card after some days automatically
YOU KNOW THE SO CALLED SERVER PROBLEM nowdays.....

Let me share one interesting incident related to this. My Colleague whn to the ATM to withdraw the SALRY. i.e. 8000/-. After withdrawing an amount of Rs 8000/ the ATM machine was showing an amount of Rs 8000/-.. He was shocked+excited, and thought to withdraw that amount of money also..And finally withdrwaed an amount of total(Rs 8000+8000) He came to the Office ad gave us Party bought 1 new mobile etc. and told us the story about the ATM..WEALL HAD a NICE time for a Couple of WEEK..
The Next month he went to the ATM praying that how nice it would be if this time also it should happen like that(at least once every 3months)..
he went to the ATM to withdraw his Salary and found he had no money he enquired and found that Rs 8000/- was deducted from his account on the MINI STATEMENT as soon as the Money from the office was transfered to his account..

Now he came to us and asked for financial help for a period of 1 Month..And we had to pay his all the bills for a month...HA HA HA HA

PAISE KAHIN JADA NA KAM JATA HAI..
So donot worry Your BANKING SYSTEM is always there to Monitor you... oh Sorry to HELP YOU..
